MANILA, Philippines — More than 720,000 people were affected, with one casualty resulting from the low pressure area and shear line that triggered floods and landslides, the National Disaster Risk Reduction and Management Council reported Thursday.

According to the agency, it is currently validating the death of an individual from Eastern Visayas. 

Around 721,627 people from Calabarzon, Bicol region, Western Visayas, Eastern Visayas, and CARAGA were affected by the shear line—a weather system formed when cold and warm winds converge—and a dissipated LPA. Of those, 80,358 individuals were displaced. 

The government has allocated assistance amounting to P29.2 million for affected residents. 

President Ferdinand “Bongbong” Marcos Jr. ordered Thursday all government agencies to expedite the relief operations and the provision of assistance to flood victims in Northern and Eastern Samar. 

Northern Samar has been placed under a state of calamity due to heavy rainfall and widespread flooding. The declaration allows the provincial government to use quick response funds and control prices of basic goods.

PAGASA said Thursday that residents of Palawan, Quezon province, and Bicol region will experience scattered rain showers and thunderstorms due to the shear line. The state weather bureau warned that floods and rain-induced landslides are expected in areas that are susceptible to such hazards.
